بَلْ means rather. It is generally used in two cases.

a) To nullify the previous statement. Example,

And don't think those dead who died in the path of Allah rather they are alive.

وَلاَ تَحْسَبَنَّ الَّذِيْنَ قُتِلُوْا فِيْ سَبِيْلِ اللّٰهِ اَمْوَاتًا بَلْ اَحْيَاءٌ

Do I become tired after first creation? Rather they are doubtful about the new creation.

أَفَعَيِينَا بِالْخَلْقِ الْأَوَّلِ بَلْ هُمْ فِي لَبْسٍ مِّنْ خَلْقٍ جَدِيدٍ

Does he only get the revelation among us? Rater he is a liar and arrogant.

أَأُلْقِيَ الذِّكْرُ عَلَيْهِ مِن بَيْنِنَا بَلْ هُوَ كَذَّابٌ أَشِرٌ

 

b) To carry the meaning of one sentence to another.

Ibrahim is lazy, he is careless also.

إِبْرَاهِيْمُ كَسْلاَنُ بَلْ هُوَ مُهْمِلٌ

Do they advise each other this? Rather they are transgressors.

أَتَوَاصَوْا بِهِ بَلْ هُمْ قَوْمٌ طَاغُونَ

Rather you prefer the worldly life.

بَلْ تُؤْثِرُونَ الْحَيَاةَ الدُّنْيَا

Rather it is the great Quran.

بَلْ هُوَ قُرْآنٌ مَّجِيدٌ

And you did not have any authority over us, rather you were transgressing nation.

وَمَا كَانَ لَنَا عَلَيْكُم مِّن سُلْطَانٍ بَلْ كُنتُمْ قَوْمًا طَاغِينَ
