ذُوْ means ‘possessor of’. It can be Khabar or naat. It is a mudaf, so the ism after it will be mudaf ilaihi.

أعْرِفُ الرَّجُلَ ذَا اللِّحْيَةِ |
نَعْتٌ |
Point to be noted: when ذُوْ comes as the نَعْتٌ of certain اِسْمٌ then الْ is added to the mudaf ilaihi. It is because of that since it is a mudaf it cannot have الْ with it. Example الْمَسْجِدُ ذُوْ الْمَنَارَةِ كَبِيْرٌ in this sentence since الْمَسْجِدُ is definite so the mudaf ilaihi has a الْ on it الْمَنَارَةِ.
