In Arabic for some words ا is sometimes pronounced and sometimes not pronounced,  this ا  is called  هَمْزَةُ الْوَصْلِ. example- ا in اللهُ, Again, in some words ا is always pronounced, this  ا is called   هَمْزَةُ الْقَطْعِ   . There is no harkat in  هَمْزَةُ الْوَصْلِ and there is harkat in هَمْزَةُ الْقَطْعِ  . Example:

‘Humzatul wasli’ is always pronounced at the starting of a word. Example- اللهُ أَكْبَرُ  (Allahu Akbar). Again sometimes hamzatul wasli is dropped during writing, as for example   بِسْمِ اللهِ Here the hamzatul wasli of اسْمٌ  is dropped.
